MIS for ULB Property Management with GIS Integration

Challenges

Commissioner of Municipal Administration (CMA) needed a centralized web application to manage 135 Urban Local Bodies (ULB) assets across urban property management, water bodies, underground sewerage system, roads, street lights, and storm water drains. Each of the 135 ULB’s had an isolated standalone system resulted in data consolation and progress tracking a complex time consuming activity. Management Information System (MIS) was envisioned for municipal administration to help organize, evaluate and manage departments.

Solution Offered

A Management Information System (MIS) was developed for managing property & estate, advertisement & hoardings, disaster management, public utilities, road & transportation, water supply & sewerage systems and storm water drains. The MIS application was integrated with Geographic Information System (GIS)ESRI ArcGIS to visualize geo-spatial data. MIS had advanced filtering features to quickly identify municipal staff interventions across advertisement hoardings license expiry date and payment dues, in event of disaster to identify nearby emergency services including Hospitals, Police Station and Fire Stations. Reporting included tracking of water supply issues on identifying frequency of water pipe leakages and intermixing of water pipeline with sewerage. MIS had role based login and dashboard for municipalities, corporations, districts, regions and state level stakeholders.

Business Impact

MIS application provided an consolidated dashboard view across 135 Urban Local Bodies to Municipal Administration. Integration with ArcGIS enabled visualization on municipal wards with property tax arrears, frequent water supply issues, disaster event management were now managed though geospatial map view from web browser across desktops and handheld device platforms. With pilot implemented across 17 ULBs, CMA Office has planned for extended to all 135 ULBs within the year.
