Public Portal for Commissioner of Municipal Administration

Challenges

Commissioner of Municipal Administration (CMA) wanted to improve the accessibility and user experience of the Web Portal. CMA web portal had static web pages with complex navigation and did not support handheld tablet and smartphones viewing. Portal was implemented on HTML without any provision for web content management, which meant any updates to the web portal needed technical know-how thereby limiting the frequency of content updates. Further CMA wanted social media channels integration for public awareness updates from Municipal Administration.

Solution Offered

The redesigned web portal was built on SharePoint 2013 web content management to allow users with no coding knowledge to update the content. The new portal provided better accessibility and user experience to the end user with bilingual support, dynamic pages and SharePoint powered internet search functions. The web portal was built with responsive layout to support both handheld tablet and smartphone access. The Portal’s appointment application helped citizens and the municipal department staff to request appointments with the Commissioner’s Office. Published Municipal Administrations Acts and Rules in epub2.0 format with document management features for versioning and archival. All 135 Urban Local Bodies (ULB) under CMA, had been plotted on a dynamic geographical map with HTML 5 support rendering from SharePoint.

Business Impact

Web Portal developed provided information access in one-two clicks, Government departments (G2G), businesses (G2B) or citizens (G2C) can navigate and access information with ease. Improved localization by providing a Tamil language variant to the English language website. Achieved skill capacity for increased web content updating by municipal officials.
